Comparing existing frameworks against sustainability goals, latest practices, peer examples or evaluation findings to identify obstacles, limitations, inefficiencies or gaps that hinder more strategic, impactful and coordinated approach. Analyses determine policies/regulations that can be strengthened, replaced, integrated or adopted new to close gaps, enable interoperability across scales/sectors and regulate in a progressive yet feasible manner. Recommendations maximize benefits of policies while reducing burdens on implementers and communities.
